The Bundesanstalt für Finanzmarktstabilisierung was created in the 2008 financial crisis to administer Germany's Financial Market Stabilisation Fund, SoFFin, which provided guarantees and capital injections to distressed institutions. That programme closed, and from 1 January 2018 the FMSA's supervisory and resolution functions were folded into BaFin, with the remaining SoFFin holdings transferring to the German Finance Agency. What remains is narrow: the FMSA exercises legal supervision over the two wind-down agencies, FMS Wertmanagement and Erste Abwicklungsanstalt, that hold the legacy portfolios of Hypo Real Estate and WestLB.
