The European Insurance and Occupational Pensions Authority is the EU's supervisory authority for insurers, reinsurers, insurance intermediaries and occupational pension funds. Established by Regulation (EU) No 1094/2010, it forms one of the three European Supervisory Authorities alongside the EBA and ESMA. Day-to-day supervision stays with national competent authorities; EIOPA sets the technical detail they apply and drives convergence in how they apply it.
What EIOPA publishes
- Regulatory and implementing technical standards under Solvency II and IORP II
- Guidelines and recommendations issued under Article 16 of its founding regulation, on a comply-or-explain basis for national supervisors
- Opinions, supervisory statements and Q&As, which resolve how a requirement applies in practice
- The Solvency II Single Rulebook, consolidating the directive, delegated regulations, standards and EIOPA's own material in one place
- EU-wide stress tests of insurers and pension funds, plus risk dashboards and financial stability reports
- Consultation papers and the final reports that close them
Why it matters for compliance teams
Solvency II is a layered framework, and the layer that changes most often is EIOPA's. A revised guideline on the valuation of technical provisions or a new Q&A on ORSA can shift an actuarial process without any change to the directive itself.
Seqlense DOC indexes EIOPA output in full text next to the national implementations that follow it, so you can trace a requirement from directive to technical standard to your own supervisor's reading of it.
