COVIP is the Italian authority supervising the supplementary pension system. Established in 1993 by Legislative Decree 124 and now operating under Legislative Decree 252/2005, it oversees the sound and prudent management of pension schemes and their transparency and fairness towards members and beneficiaries. It authorises pension funds, enters them in the Albo dei fondi pensione, and holds supervisory, inspection, regulatory and sanctioning powers. It coordinates with Banca d'Italia, IVASS and Consob where remits overlap.
What COVIP publishes
- Deliberazioni, its formal regulatory and decision-making instrument
- Circolari and istruzioni covering scheme operation, reporting and disclosure
- Reporting schemes and standardised disclosure documents that funds must use with members
- The Albo dei fondi pensione, the register of authorised schemes
- Annual reports and statistical series on the Italian supplementary pension market
- Consultation documents and supervisory guidance
Why it matters for compliance teams
COVIP's disclosure rules are prescriptive: the format and content of what a scheme tells its members is set centrally, and changes to those templates flow directly into member communications and systems. Its reporting instructions likewise determine data collection obligations for fund administrators.
Seqlense DOC indexes COVIP deliberazioni and instructions in full text alongside EIOPA's IORP II material and the Italian financial supervisors it coordinates with, so a pension administrator can see European and national requirements together.
