The Comissão do Mercado de Valores Mobiliários is the central institution in Portugal's regulatory and supervisory system for capital markets and investment services. It regulates, supervises and promotes the securities markets and the entities operating in them, covering listed issuers and their disclosure obligations, investment firms, collective investment management companies, securitisation vehicles, market infrastructures and, under MiCA, crypto-asset service providers. It works alongside Banco de Portugal within the EU and ESMA framework.
What the CMVM publishes
- Regulamentos, its binding regulatory instruments
- Circulares and understandings, communicating supervisory interpretation
- Registers and prospectuses, including approved offer documents and authorised entities
- Enforcement and sanction decisions
- Corporate governance monitoring reports and market statistics
- Warnings on unauthorised entities operating in Portugal
Why it matters for compliance teams
The CMVM holds both prudential and conduct competence over the entities in its remit, which is unusual — for a Portuguese investment firm it is a single supervisor for both dimensions rather than one of two. Its corporate governance monitoring is also directly relevant to any listed Portuguese issuer.
Seqlense DOC indexes CMVM regulamentos and decisions in full text alongside ESMA standards and Banco de Portugal's material, so a firm operating in Portugal can see European and national requirements in one search.
