The Autoridade de Supervisão de Seguros e Fundos de Pensões is Portugal's supervisor for the insurance and pension sectors. Established in 1982 as the Instituto de Seguros de Portugal and restructured into its present form, it authorises and supervises life and non-life insurers, reinsurers, pension funds and their managing entities, and insurance intermediaries and distributors. Its mandate spans both prudential soundness and market conduct.
What the ASF publishes
- Normas regulamentares, its binding regulatory instruments
- Circulares, providing compliance guidance on specific matters
- Public registers of authorised insurers, pension funds and intermediaries
- The Painel de Riscos, its risk panel assessing sector vulnerabilities
- Statistical reports on market performance and solvency
- Activity plans, annual reports and market conduct recommendations
Why it matters for compliance teams
The ASF supervises both prudential and conduct dimensions for Portuguese insurers, so a single authority's output determines capital treatment and distribution practice alike. Its risk panel is a useful forward indicator of where supervisory attention is moving.
Seqlense DOC indexes ASF normas and circulares in full text alongside EIOPA's Solvency II and IDD material, so a Portuguese insurer can trace a European requirement to its national expression without leaving one search.
