Banco de Portugal is Portugal's central bank and a member of the Eurosystem. It supervises Portuguese credit institutions and financial companies within the Single Supervisory Mechanism — directly for less significant institutions, with the ECB for significant ones — and it holds an explicit banking conduct supervision mandate covering retail banking products and customer information. It also acts as the national resolution authority and publishes annual microprudential supervision priorities.
What Banco de Portugal publishes
- Avisos, its binding regulatory notices, published in the Diário da República
- Instruções, which set out reporting requirements for supervised institutions
- Cartas circulares, non-binding circular letters communicating expectations
- The Boletim Oficial, the consolidated official record of the above
- The Financial Stability Report, economic bulletins and statistical series
- Banking conduct supervision reports and retail product information
Why it matters for compliance teams
The three-tier structure matters here: avisos bind, instruções drive reporting, and cartas circulares carry expectations without formally binding — but supervisors act on all three. Reading only the avisos gives an incomplete picture of what is actually expected.
Seqlense DOC indexes all three instrument types from the Boletim Oficial in full text, alongside the ECB and EBA material they implement, so a Portuguese institution can see the binding rule and the supervisory expectation together.
