The Autorité des marchés financiers is the independent public authority that regulates France's capital markets. Created in 2003 by merging the COB, the CMF and the CDGF, it supervises listed issuers and their disclosure obligations, asset managers and the UCITS and AIF they run, market infrastructure, and the intermediaries who distribute financial products to French investors. It shares prudential oversight of the French financial sector with the ACPR, and acts alongside it as a competent authority for crypto-asset service providers under MiCA.

What the AMF publishes

  • The General Regulation (Règlement général) and its amendments, the binding rulebook for French markets
  • Doctrine: positions, recommendations and position-recommendations that set out how the AMF reads a rule in practice
  • Consultation papers and the feedback statements that follow them
  • Enforcement decisions from the Commission des sanctions, plus settlement agreements
  • Instructions, forms and reporting templates for regulated entities
  • Market surveillance findings, thematic reviews, and annual and risk-outlook reports

Why it matters for compliance teams

The AMF is one of the most prolific regulatory publishers in Europe, and much of what it issues is doctrine rather than hard law — the kind of material that changes supervisory expectations without ever amending a statute. Missing a position update is a common way for an asset manager's procedures to drift out of line with what its supervisor actually expects.

Seqlense DOC collects every AMF publication from the official source, indexes it in full text, and keeps the complete version history addressable, so you can see not only what the current expectation is but when it changed and what it replaced.
