The Commission de Contrôle des Activités Financières is Monaco's independent administrative authority for the supervision of financial activities. It authorises and supervises establishments carrying out portfolio management, financial advisory services, reception and transmission of orders, and fund management in the Principality. It participates in IOSCO and IFREFI, and cooperates with Monaco's financial security authority on money laundering, terrorist financing and corruption.
What the CCAF publishes
- Lists of approved establishments, detailing which activities each is authorised to carry out
- Regulatory documentation, including application requirements and compliance guidance
- Sanction decisions against non-compliant firms
- Public alerts warning against unauthorised financial entities
- Annual reports on its supervisory activity
- Investor education material and a public complaints mechanism
Why it matters for compliance teams
Monaco hosts a substantial private banking and wealth management sector serving international clients, but it sits outside the EU passporting system entirely. A firm marketing into or out of Monaco is dealing with a standalone authorisation regime, and the CCAF's approved establishment list is the authoritative way to verify a counterparty's permissions.
Seqlense DOC indexes CCAF material alongside the AMSF's anti-money-laundering requirements and the European frameworks that Monegasque firms encounter when dealing with EU counterparties.
