The Autorité Monégasque de Sécurité Financière is Monaco's financial intelligence unit and anti-money-laundering supervisor. It replaced SICCFIN in July 2023 as part of a legislative reform that converted the FIU from a government administrative service into an independent authority, giving it autonomy over financial intelligence, supervision and sanctioning that previously required ministerial involvement. It is a member of the Egmont Group of financial intelligence units.
What the AMSF publishes
- Guidance and typologies for obliged entities on money laundering and terrorist financing risk
- Supervisory expectations on customer due diligence and reporting
- Sanction decisions against non-compliant entities
- Information on financial sanctions and asset freezing obligations
- Annual reports and activity statistics
Why it matters for compliance teams
Monaco's AML regime has been under sustained international scrutiny, and the creation of the AMSF was a direct institutional response to it. For any firm with Monegasque exposure — or with counterparties there — the practical consequence is a supervisory posture that is tightening rather than stable, with enhanced expectations on beneficial ownership in particular.
Seqlense DOC indexes AMSF guidance alongside the CCAF's authorisation regime and the European AML framework, so a firm dealing with Monaco can see how the two regimes interact.
