The Banco de España is Spain's central bank and the prudential supervisor of Spanish credit institutions. As a member of the Eurosystem it implements ECB monetary policy in Spain, and it supervises banks within the Single Supervisory Mechanism — directly for less significant institutions, jointly with the ECB for significant ones. It also holds conduct responsibilities for banking transparency and customer protection, and sets macroprudential measures such as the countercyclical capital buffer.
What the Banco de España publishes
- Circulars, its binding regulatory instrument for supervised institutions
- The Financial Stability Report and the Supervision Report
- The Economic Bulletin, working papers and occasional papers
- An extensive statistical bulletin and supervisory data series
- Guidance and criteria on banking transparency, mortgage lending and customer complaints
- Annual reports and macroprudential decisions
Why it matters for compliance teams
Banco de España circulars are where European prudential and accounting requirements become concrete Spanish obligations — Circular 4/2017 on accounting for credit institutions being the obvious example. Its supervisory and complaint-handling criteria also set the conduct standard for retail banking in Spain.
Seqlense DOC indexes its circulars and reports in full text alongside the ECB and EBA material they implement, so a Spanish banking team can trace an obligation from European standard to national circular in a single search.
